Out of Hub- Revisit lead

If Partner is getting out of hub revisit lead. Check if partner has already delivered root request to this partner. Inform partner since he has already delivered request to this customer and customer is again facing the issue.  He needs to deliver the request. If he wont deliver this booking, penalty of 60% of the initial booking amount will be charged to him.

If partner agrees for penalty ask him to mark pro can't deliver.
